Prof. Adolf Emmanuel Mbaine (b. 27 Sept 1964) is a Ugandan journalist, academic, and higher-education leader, appointed Vice Chancellor of Divine International University in Fort Portal in June 2025.
He holds a BA in Mass Communication (Makerere, 1994), MA in Journalism & Media Studies (Rhodes, 2003), and DLitt et Phil (University of Johannesburg).
Mbaine began as a journalist and Editor of National Analyst Magazine before joining Makerere University’s Department of Journalism and Communication in 1996, where he served for nearly 28 years, including as Acting Head.
He supervised over 15 graduate theses, led departmental fundraising for a multimedia resource centre, and was active in curriculum and research development.
His research spans media policy and regulation, political communication, media for children, conflict reporting, and media history.
A leading advocate of media self-regulation in Uganda, he co-led national studies, authored Concurrent State and Self-Regulation: A Unique Challenge for Journalism Practice in Uganda, and participated in policy dialogues with the Editors’ Forum and the African Centre for Media Excellence.
At Divine International University, he is steering the launch of a holistic, Christian-based academic model, offering undergraduate, diploma, and certificate programs in June 2025.
Known for his blend of scholarly rigour, sector advocacy, and institutional leadership, Mbaine stands out as one of Uganda’s most influential voices in media education and governance.
